The background features a large letter "V", which stands for both "Volunteer" and "Victory". This medal was awarded to Belgian and foreign civilians who volunteered for service in the Belgian armed forces, the Royal Air Force (RAF), the Royal Navy or the British merchant navy before 8 May 1945. The medal was instituted on 16 February 1945 by the Prince-Regent (Charles of Belgium).
