The mission departed from Portsmouth, England, on September 26, 1792, with a naval squadron comprising three vessels, led by HMS Lion. After a year-long voyage, Lord Macartney formally met the Emperor at his imperial encampment on September 14, 1793, to exchange gifts and deliver a letter from King George III. The meeting failed to yield the hoped-for trade concessions, hindered by cultural friction and Macartney’s refusal to perform the traditional "kowtow" (an act of kneeling prostration). On the return journey, the English delegation traveled thousands of miles southward, using the trip to conduct extensive espionage by documenting China’s agriculture, engineering works, canals, silk production, and military system. The failure of Macartney’s diplomatic mission convinced the British Empire that peaceful negotiations with the Qing dynasty were impossible, leading them to adopt a strategy of aggressive economic subversion and the use of military force. Through this expedition, the British discovered China’s internal decline and military vulnerability, at a time when Britain itself was facing a massive outflow of silver driven by heavy imports of Chinese tea, silk, and porcelain. To reverse this alarming trade deficit, the British East India Company drastically ramped up the illegal smuggling of Indian opium into China. This initiative artificially created a nationwide addiction crisis and succeeded in reversing the flow of silver, bringing it back into British hands. The vast amount of information, maps, and firsthand observations gathered during the voyage formed the basis for the military journal of Sergeant-Major Samuel Holmes, published in Paris in 1805. This French translation was reviewed and annotated by Louis-Mathieu Langlès, a distinguished orientalist and member of the French National Institute. Langlès significantly expanded the text by adding his own notes and detailed observations on the political and commercial relationships that both England and France maintained with China.
